Chinese developers, 3 Oceans Property, have unveiled plans for a 40-storey skyscraper in Scarborough that would include a three-level public observation deck.

The hotel and apartment block has been designed for the current Contacio bar site on the north-eastern side of the West Coast Hwy and Scarborough Beach Rd intersection.
