RSPCA WA currently has 400 animals in its care, and 80% are subject to prosecution and unable to be adopted.

Lou Rowe from the RSPCA explains to Perth Today host Simon Beaumont how the new legislation being rolled out will tackle the issue of indiscriminate breeding and animal cruelty. But in the meantime, the burden sits with the RSPCA.

“It’s taking a toll on our staff, it’s taking a toll on the animals in our care,” she said.
