Should we fine Pedestrian’s $200 for using their phone while crossing the road?

The Pedestrian Council of Australia have renewed calls for a $200 on-the-spot fine for people who cross the road while looking at their phone.

Harold Scruby from the Pedestrian Council of WA says that using your phone while walking can be just as dangerous as a driver using their phone behind the wheel.
